What are barriers that many skilled immigrants face coming to Canada to get a job?

I am doing my English summative on obstacles that lead to unemployment or underemployment among foreign trained workers in Canada. I have several ideas such as failure to recognize their foreign credentials, discrimination against migrants, and what else? I was thinking of lack of language skills, but that doesn’t seem like a big issue in Canada, does it?

Mainly because other immigrants have spoiled it for more recent arrivals by having forged credentials and not really knowing how to do the job. As well, many foreign schools barely teach engineers to what we consider a technician level but they are given degrees that say engineer. It is essentially impossible for an employer to tell whether a person graduated from a legitimate school.
